The fit-off happens near completion: the fittings, the switches and outlets, the board finished and labelled, and the Certificate of Electrical Safety issued. Getting the electrical scoped at design stage rather than after the frame is up is the single biggest cost saving available on this kind of work, because running new mains through open walls costs a fraction of what it costs afterwards.
